Why is the bloke wearing a race suit? He looks a bit of a poser to me. The girl also probably thinks he's a wanker and is trying to tell him so with gestures as they do not share a common tongue (!).

OMG.... I've all ready got to "clean up" after my self....

So Bob was ready to do what he needed to get out of this ticket until he discovered the cop was a cross dresser.
