I've seen this photo before. Question is: why don't they stick the target in the ground? The next question is - if the ground is paved, as it appears to be (look as stool legs) - why are big bushes and weeds growing up out of the pavement? Third question is what do the bullets hit after they go through the target - maybe that building in the background?

I also wonder just what that poor idiot did to deserve that job assignment.

let me try and answer a few of your questions my friend.
why don't they stick the target in the ground? as you stated, it's cement and besides, the holder of the sign would not benefit from the feeling of being in a real fire fight.
why are big bushes and weeds growing up out of the pavement? those are fake bushes and weeds to give the solder a better feeling of being in a ground fight (camouflage)
what do the bullets hit after they go through the target - maybe that building in the background?
that building is the barracks of the rest of the platoon, again to give them a felling of what it would be like to be in a real battle area
just what that poor idiot did to deserve that job assignment. Ahh this answer should clear up the other questions you asked, the poor idiot was born in N. Korea
P.S. The blood spot at the bottom of the target was from the last solder who failed in his training, obviously. :(
